One thing I haven’t seen mentioned in almost any of the discussions of “Is Nora’s story at the end true” is the fact that Evie talks about her whole family being killed by drone strike in the penultimate episode. I noticed that way more watching the series for a second time recently - doesn’t that bolster the idea that there really was a parallel universe where the opposite of everything our main characters experienced happened? 98% disappeared vs 2%, Evies family went the GR route and got killed instead of Evie, etc...If that world isn’t real we’d have to believe that Kevin’s subconscious thought of this alternate world where the opposite of what happened in the main world happened, AND Nora thought of the same thing when “making up” her story. I think it’s much more plausible that Nora really went to the same place Evie was, the same place Kevin got to when he “died”.
