Do you think Sozin had good intentions?

When we look at fire-lord Ozai and his daughter Azula it's clear that they're just power hungry tyrants who view themselves as divine rulers and have no empathy whatsoever. But what about Sozin, did he actually believe that his colonialism was the best for the world or was it just an excuse that he used to convince Roku when in reality he just wanted power? I personally prefer the former interpretation because it shows that tyrants sometimes have good intentions/think they're doing good, like is the case with several real life dictators such as Stalin, Fidel Castro and so on.
