Who chooses the Avatar's bending teachers?

We know that in Korra, the Order of the White Lotus is responsible for the Avatar's training. But what about the time they were in the dark, who chose the Avatar's masters? I feel like it'd be an interesting concept that choosing one's teacher is part of the Avatar's responsibility, though that's likely not the case
