While it seems like Gilead has the occasional seasonably warm day, I feel like it's been autumn/winter for most of the series. Most of the time that characters are outdoors they're in outerwear, and the sky is overcast almost constantly.

If this is the case I think 'we've been sent good weather' adds a bit more dimension than merely being empty polite small talk. I mean, it still is that, but if good weather is rare in Gilead, they could be genuinely thankful for the sunshine and warmth.
