I think he is. He was the architect of gilead’s economy but he’s not an ideologue like the other commanders. He’s intelligent, and he views everything like a chess game with a flippant attitude. He has manipulated everyone he has interacted with for his gain, from his late wife (whose mental health shows you she knew how brutal he is), to Nick (Nick finally realized in the last episode that Lawrence wasn’t going to protect June), to June (he could easily get her daughter back but he wants her in his new mouse trap called new Bethlehem) to his ruthless suppression of anyone who challenges him and his rise in power.
I view him as a Hannibal lector style person, minus the cannibalism; extremely intelligent and everything is a game. His only concern is his own self and he’s better at the gilead system than anyone else because he designed it. It’s like a master chess player who invented the game of chess playing others. They will lose.
Even for Emily, he viewed her as a nice game. He knew she wouldn’t rat him out and so he could plan her escape. It was a fun game for him. He can do anything he wants and there’s no repercussions. That’s classic sociopath.
He’s the most dangerous person in Gilead.
