I know it’s two different things and I don’t even know if this post belongs here but I thought I’d share: Ring 8 - Poverty is District 12, because District 12 was the most underprivileged district. Ring 5 - Middle Class I think of Districts 1, 2, and 4 because they’re the Career Districts so they’re grateful to the Capitol for being so favored but they’re still not doing fantastically. Ring 4 - Patrol is District 2 because a lot of members of District 2 become Peacekeepers Ring 3 - Luxury is the Capitol because of course it is And Ring 1 - Tower is just for President Snow specifically.
