Kinetic hammer not working?

I just got the kinetic hammer from the DLC and it works fine, except the charge attack isn’t working? I can’t find anything that addresses this issue. When I hold R1, it just does a regular attack, but every video I’ve seen it’s charged no problem so I’m not sure what could be wrong.
