How to organize an army?

This may be an extraordinarily dumb question, but how do you actually go about organizing an army in 40k? I am aware of battlescribe, but that is just organizing the army itself to tell you what's a legal roster, how many points it costs, etc... However, in terms of actually deciding what the hell a detachment is, why it's relevant, amongst other things, is the best place to go simply the codex? If so, should I simply wait until the 9th edition Guard codex releases before really doing anything?
