Help regarding opening the portal to the Outer Lands

As the title says I'm having some trouble opening the portal. I'm playing on a private server that's running Forge 1.7.10. I've tried to research why I can't open the portal but I haven't found anything that has helped. I have the 4 eyes surrounding the keystone so I've gotten the Eldritch Revelation already. I read the Crimson Cult book a long time ago when I started delving in to this mod. I'm also maxed out warp but when I try to activate the portal with a full Void Silverwood Wand/Sceptre I get nothing. The obelisk is spawning Guardians frequently so I think this one isn't broken or something. Any help would be appreciated.
