Why lobby dodge?

Serious question. I keep seeing family members pop in and pop out immediately. Why join the game if you aren’t going to play? Legit question. Are they looking for a new map or just trying to mess with people? What’s the T? Getting really frustrating having full lobbies just to have family all drop out one by one.
