The Cook mentions that he’s always messing around with girls, and that he planned on having a child with one of his victims (who almost definitely wouldn’t have consented to him inseminating her).
When considering that, as well as the fact that he’s described as the most traditional serial killer within the family (which would mean that he gets sexual pleasure from killing and/or sexually assaults victims before killing them), I think it’s highly likely that he’s a rapist.
