Installer seems to think i can get (2) powerwall 3s through SGIP (10kw max)

I got into the SGIP program and am approved for up to 10kw worth of battery setup for free.

I was originally slated to get a powerwall 2 and a powerwall 2 which made sense since they were rated at 5kw output each. however they're no longer available and my installer is now pushing me towards either two franklin batteries (5kw each but he would charge me $1500 upgrade fee) or two tesla powerwall 3's. I will be doing solar so the teslas with the inverter and mppts is a slight benefit (but not being able to charge from a generator is a drawback.

When i lookup the powerwall3 specs though it seems to say its 11.5 kW output. am i missing something?
