Rolling taxes and fees into car payments?

I've been thinking about leasing a Tesla (I know I know it's because of my current life situation) but I had one question that I keep hearing different answers for...can I roll the taxes and fees into my monthly car payments?

I live in Georgia and recently asked a Tesla sales person by email and she said that "it's entirely subject to my credit approval"...but I've heard from others it's not possible.

I'm assuming it might be based on where I live...does anyone have any advice or past experience in GA with this?
