Setting up two phones - we're doing something wrong (we think)

My partner and I have a new Model Y and are trying to figure out how to set up our phones to go to whoever is driving. We thought that if we don't set a priority phone it would default to whoever is in the driver's seat but that doesn't work and the driver settings aren't working now. When either of us get in the driver's seat it used to go to whoever's key opened the door but now it stays with whoever set it last.

Are these functions all manual functions? Meaning we have to reset everything before we leave the garage? Or is there a trick that we're missing?
