Supercharging Transferable?

Hello,
I am currently in market for a Model S, I see some for sale saying Supercharging is free for life. I have also been told that once the vehicle transfers to a new person, the free supercharging is removed.
Is there anyway to verify if the free supercharging is transferable before I purchase ?
