What should I be using for stability on papercraft terrain?

I've been starting to get into making some papercraft terrain but I'm wondering if anyone knows what the best material is to use to add stability to it? I tried using some dollarstore foam board last time but it was hard to cut and attach, not sure if I just need to get something to cut it better or if I should use a different material...
