Tiny nations (especially ones without an army) shouldn’t be able to declare war on much larger nations or nations fully controlled by same faction.

Exactly what the title says - it makes little sense imo. While a smart game move, and some streamers have been doing this, it doesn’t make any real sense. It should always be a better path to peacefully integrate, and the AI won’t ever do this so it gives the player a huge advantage. If you were in the gov of a tiny nation and a faction asked to declare war on say the EU or America, no one would go along with it. Maybe a forceful integration decision where if you control both govs and one has cores, you can spend influence to annex the nation early would make more sense.
