Best way to get the relic pieces for Avatar weapons?

I'm currently Lv26, and have 6/8 of the Elinu relic pieces. I've been leveling by soloing BAMs so far.
I'm seeing a lot of people say that the best way is to just keep questing, as apparently quest mobs have a higher chance to drop em? I went into BoL and soloed it (the normal one, not the solo version), and that brought me from 1/8 to 6/8. I'm just worried that I'll outlevel the Avatar weapons if I just keep grinding out BAMs to level.
