WA: Landlord failed to make a repair in 14 days, also stated repair was made, but its still broken & ran up electricity

Hey guys, so I moved in the end of April, and I was working out of town. I didn’t get to putting electricity in my name for a couple months due to the fact I wasn’t even in town, nor had service half the time. So for the time it was paid the landlord (I didn’t know him I went through property managemer) was paying it and we agreed to have all the utility bills added to my rent account when I was home and able to do so. Anyway my girlfriend was the main one staying at the house, themonth of June I had written to the property manager that the heater kicks on by itself when the ac was going and that it was going to run the electric bill through the roof, she stated she would have it fixed by an electrician, well about a week or so later my girl sees her in person and complained again, for the whole next month it was not fixed (apparently) I had no emails no texts stating that it was fixed, there was only ppl coming to install a washer and dryer outlet, July 10th is when that took place which was still 14 days past repair date but I asked for a receipt because it was still turning on without anyone touching the thermostat and the thermostat was all the way off. She didn’t provide me with a receipt until four months later and the receipt does not say that it was fixed the receipt states that they had a washer and dryer outlet installed.. I told her that I refused to pay the electricity bill until she shows me a receipt that it was fixed and she has not done so and I told her that if I do pay the bill that there will be deductions from the months prior, she is refusing and is trying to offer me a 14 day eviction notice is something that I can take to court??? And win
