Is it a compliance issue not to have hot water?

I haven't had hot water in my apartment since December. I've been either showering at my MIL's or just taking cold showers (in the winter, when it's like negative freezing tits degrees outside...pretty miserable 😂) The apartment complex says they're working on it, but like...for months? Dude. Getting mixed answers online. My family, who work in real estate/property management consulting, seem to think it's a huuuge issue, but obviously, my landlords are finding ways to make it sound fine. Anybody been there?
