Bad fridge odor on move in

Moved into a unit and made the property manager aware of the issue right when it was discovered. Tried everything under the sun to remove the odor. Baking soda, fridge open for a week, newspaper with vinegar, taking out all exterior parts and cleaning.

The property manager sent someone to look and they cleaned with an alcohol solution. Smells just as bad if not worse than it did 20 days ago. Still can't put food in there. I'm not particularly sensitive to smell or exaggerating it. Tech said he smelled it when he walked into our unit.

I asked the tech if he could open up the back and check for anything inside, he said this type of fridge can't really be opened up as it's built in.

I advised property manager smell is still just as bad. Property manager is saying fridge is too expensive to replace and it technically works. My thought is a bad odor ruining your food is not working. I'm happy to do something else other than replacing it, but if the odor is this bad I can only imagine the bacteria involved.

BC has a dispute resolution for LL/Tenants. Is this the best route forward? Anyone with experience with these types of boards?
