The dilmna on stream was pretty clear. Anteres as a whole has a pretty decent treatment of the environment, and so the Arcology Project wouldn't really make sense. But the guest brought up that individual constituent nations of the confederacy might have differing the views.

Now, the Vrul. The vrul have never had the best relationship with the environment (Example A: Vrul-Ho), and the planet of Torix is severely overcrowded. It would make perfect sense for them to turn their environment destruction in a more positive direction, and also would draw some focus to the Confederacy being a true confederacy, not just focused on Anteres and the planets it's settled.
