Worst character to play agilainst on lag/high rollback frames?

For me it's kazuya, i can jab check people when they mindlessly wavedash from midscreen.
On high rollback frames where wavedashes cannot be renedered properly due to obvious limitations, it felt like he's super saiyan doing instant transmission into an electric right in my face.
