I've played Teemo a lot and honestly he feels like crap

I can't figure out what you're supposed to do to succeed as Teemo anymore. He is outmatched by basically everything. I've tried Aery, PTA, Electrocute, no build seems good, no items seem good, I can't for the life of me find a good or fun build to run with.
How are people succeeding with Teemo?
