Only thing I can say in defense of terapagos is it has a unique stellar tera form, where the others just stellar tera, you know? Not a great defense but it's all I can think of that would make sense

Might be because when it teras, stellar includes all types technically, and stellar form is unique to terapagos(yes I know other things can stellar tera, I'm just pulling at straws trying to make it make sense)

Like I said the only justification I can give is that terapagos has a unique interaction with terastal, that only it can utilize. And even then I already said I'm basically making stuff up in the only logical way I could think of
