Science teachers how to you manage behavior during practicals?

So for context I’m on my second PGCE placement in a nightmare school for behavior- for the most part I have been okay but just had a nightmare session with yr 10 and I need some advice

Bunsens wasn’t working for 10 mins so kids were waiting whilst we figured it out and this was a low ability class with a few real trouble makers

Issues I had -2 extremely rude girls set the tone for the lesson and the beginning, one was removed unfortunately they didn’t take the other one - pupils walking around mucking about - not listening not working and talking over me

The trouble I have is detentions are useless in this school, if they don’t go that’s it you’re on your own

The official behavior policy is 4 warnings and then you do a call out where someone will come chat to them and maybe remove them

So it’s either call parents or call out

The class is just anarchy and 4 warnings means there’s no sense of urgency to listen, if a pupil misses a detention they’re supposed to get one with HOD however mine is not interest in that at all

I’m at a complete loss as for what to do, how can I have a calm safe practical session?
