District refuses all student observers

My former high school English teacher tried to advocate for me to start my observation hours in her classroom, only to get a somewhat abrupt (and IMO rude) email from an assistant dean, saying it was against โ€œHR rulesโ€ for the school district to accept any student observers. How common is it for a school district to completely bar all student observers? This honestly sounds too suspicious to me.
