How to handle a student who refuses to do something and is blatantly disrespectful.

I teach Alg. II at the high school I graduated from. One of my students is the younger brother of a classmate of mine. He is a constant distraction in my classroom and shows me disrespect whenever I try to talk to him. We are state testing this week and he was gone for one of the days. Most of my students are finishing very quickly so I want to get back in the swing of things. I told him to go during my study hall (which he is in) and he blatantly told me "no I'm not going because I'm over half-way done and I don't want to write that stupid paper. Even if I was done I'm not writing it anyway." It's a minimum of 250 words on finding the math behind one of their interests. It's not difficult at all. I've had trouble with this kiddo since day 1 and now he thinks he can walk all over me. I'm sick and tired of being treated the same way his brother treated me. What are some things I can do? He always has a smart ass thing to say whether or not it's disrespectful.
