Offered shockingly low starting rate. Is that normal?

I live in NYC, with its high cost of living and $15 minimum wage. Target offered me $16.50 an hour, so I rejected it and put “hourly rate too low” for the reason. Is there any chance they’ll come back with a higher offer? It’s really absurdly low here in a time of low unemployment.

Edit to add: Fwiw I’m an old married lady with multiple income streams, so I don’t need to live on my earnings or even earn any, which is why I rejected this offer. I’m just surprised that ANYONE is willing to work for such low pay. How do you live on it? And why don’t you all go on strike? These companies definitely have the money to pay more if you would all force them to do so.
