how do you guys have such pristine bathrooms

seriously i go to other targets and look at their bathroom check sheet and there is not a single check mark or initial on it, but i would be 100% comfortable chewing gum in there and not spitting it out, but at my target i do a bathroom check and there is shit on the wall and 2 stalls i have to close because people try to flush hand towels since the last bathroom check an hour ago
granted my area has a lot of homeless and drug addicts but are those 2 factors seriously the reason??
