Does the average requested hours survey even matter?

My TL had me take a survey that basically just asks how many hours you want to be scheduled a week and I said 20 max because I'm in high school and school is my first priority. I also let the TL that makes our schedules know that during finals week I wanted to be scheduled only around 15 hours and he is scheduling me 35 and 30 hours for these next 2 weeks. Does the survey even do anything or do they just do that to look like they take you into account?
