Question for the masses regarding injuries

I know some of members of this sub are slightly higher up the corporate/HR food chain and I'm looking for some answers regarding Target policies for team member injuries and responses to such injuries. I am not super savvy on the corporate policies and I cannot find anything on workbench or the internet in general that provides any guidance for the situation that took place in our store.

If a TM has an injury and another TM is a certified paramedic, what is the policy as far as the paramedic TM providing first aid. Nothing crazy, just basic first aid. We had an incident where a paramedic certified TM was prevented from providing basic first aid to another TM by an ETL against both TMs wishes. Even after the TM showed proof of certification. Both TMs were off the clock in the breakroom at the time.

I'm looking for actual policy or rules that dictate this situation. The only thing I've found is in the emergency procedures flowcharts for code green which states that "Those that are trained and/or certified can assist with First Aid, CPR, and/or the use of an AED".
