Vendor backstock

We have a huge issue with vendor backstock in my store, I’ve come up with several solutions ranging from. Telling the vendor to take thier product back to giving the vendor’s devices to audit thier shit and formally backstocking thier stuff (so we can fill the floor via pulls) all have been shot down by SD OR ETL so I’m lost on what to do cuz the problem is only worsening. Anyway what does your store do with vendor backstock?
