Buy new artifacts or improving the old ones?

Hey guys,
I'm currently at 4999% Damage, with all tier 1 (world 1) artifacts obtained (as well as the two artifacts for Shadow Clone, Chest of Contentment, and Crown Egg), albeit level 10 or less.
By the next prestige I will have about 1450 relics, and a new artifact would cost me about 650 relics. Should I focus on leveling up the existing artifacts, or should I get a new one (and what should I look for now? o-o)
