Questions about artifacts

So I'm a new player, been going for a week. Looked at the tier list for artifacts after my first few prestiges. I salvaged one artifact: Divine Chalice, and used the relics to level up some of my top tier artifacts. After the next prestige, I bought a new artifact, and it was Divine Chalice.
That begs the questions:
- Do you always get the artifacts back that you salvage, or was this just chance?
- Do you have to acquire all 30 artifacts before you should start salvaging?
Also, my friend, who started playing one day earlier than me, and I have gotten the exact same artifacts in the exact same order.
- Is this a bug?
