can you tan but not burn with low SPF sunscreen?

Generally when I'm in the sun all day i tan and don't burn but two years ago at the beach i got my first sunburn and i still have a dark line from it (boyfriends mom insisted on spraying me with sunscreen which was a good idea but missed under my bikini back lmao, i don't go to the beach often at all) my bfs mom wants to bring me to the beach again which I LOVE but i wanna keep building my sun tan while I'm there without burning up, would a lower SPF product let me do this or should I just use whatever high SPF product she has? (Her and her kids all are very pale and burn so so easy so she's got really strong sunscreen)
