Does ps4 version have 30 fps lock?

Looked on youtube and seems the answer is no unless they patched the option in. Can't stand unlocked framerates that go from 30-60, they always look like a juddery mess. I really hope there is one or I'll have to hold off playing this for a few years until I get a PS5
