Can't have police escort a guest out without manager on duty

So, let me start from the beginning.. I work at a nice hotel, but it's between two clubs so we usually have issues on the weekends.

A guest checked in Friday. I work doubles on the weekends, so I have been the one to mostly deal with him. It's this guy and a woman he said is his wife. They originally had a highest tiered name on the reservation, but it didn't match either of their names so they attached another one that was the lowest tier.

First night he is having issues connecting his ps4 to the wifi. I send the maintenance guy to help him. It gets set up. Then, same guy comes down to complain that the internet isn't fast enough to stream his games online. I inform him we have no control of the wifi and he can purchase premium internet for 5$. He throws a fit in the lobby and leaves to his room. He calls back down asking for the corporate number and demands his stay be free.

Saturday I come back in at 3pm and find out the kid that worked the first shift moved him rooms because he wanted to see if it would fix the internet. Okay, whatever. Then he comes down while I'm trying to help a guest and gets in between us complaining about the wifi. I give him the number to our internet service provider and send him on his way.

He comes back and says he left his keys in his car and wants us to pay a locksmith to get them out because he's a high tiered member. When told no he throws a fit and leaves. Comes back later cussing me out because he has to pay for all this stuff and I shouldn't be allowed to say no to him. I ask for the info on the high tier account he supposedly has and he refuses and leaves. At this point I'm noticing that he has been wearing the same clothes two days in a row. He demanded to be refunded for their stay.

I let the girl at 7am know the situation as I've dealt with guest assistance twice overnight concerning this dude.

I come back in for second shift and this guy says the TV isn't working. Easy fix, maintenance guy is in and out in less than a minute. Ten minutes later the guy comes down to the lobby and starts cussing him out for "assaulting" his wife. This dude is in the same clothes still. He gets in the maintenance guy's face. I ask that he return to his room and contact our manager who is gone on weekends. I kept him up to date all weekend, we asked the guy to leave and he refuses. The woman says they have no where else to go. Apparently, we can't have the police called to get him off property unless the manager is here.

So, I guess I just get to deal with this dude all night. I've received three calls from guest assistance so far. Apparently, the guy told them they fear their safety.

TLDR; Dude is causing issues at the hotel, but I can't call the police to escorts him off property and he won't leave.
