Avoiding xp to get more skill points?

I was watching videos on getting a perfect character and found this video and am really curious.
How come he’s avoiding xp after getting to 10 intelligence? I understand waiting while you have only 9 but once at 10, I don’t understand.
Wouldn’t you just be levelling up in fewer hours and earlier in the story? And getting the same number of skill points per level?
I’m probably just missing something and would love to know what.
