Where to start to attain WOL when not home

Hello, I’m a noob trying to setup wake on lan for my two MacBooks. Thus far I know I need something in home hooked up to my wifi to send a magic packet to get my computer turned on. I’ve seen a lot of Raspberry Pi mentions and learned how to setup Noobs but after that I’m lost and have a few questions.
*Why and what version of Raspberry Pi should I use?
*I’ve read on here about Upsnap what is this and how do I utilize it?
What should be my budget?
Do I need to code anything or can I just download what I need to activate whatever? (The last thing I coded was my tumblr profile a decade ago)
