Is anyone else confused on how Tactics Ogre is considered the 7th entry in the story?

" Tactics Ogre was designed as the seventh chapter of a larger narrative dubbed the "Ogre Battle Saga". While March of the Black Queen was the fifth chapter, Matsuno felt the gameplay of Tactics Ogre was a poor fit for the sixth chapter which would have directly continued the first game's narrative. This kinda conflicts with how it was developed like, right after MotBQ. I'm immediately guessing there are written works, what other references of the series are there that aren't listed in the pinned/FAQ thread?
