Power board looks good and Video board just replaced

So, I'm working on a Phillips 65pfl5603/f7.

The problem of the tv is that when turning on you only see the logo for a split second and it turns off.
I tested the power board, and everything looked fine on there and the video board had signs of repairs.

So, I just ordered the motherboard, the problem is that it didn't work, just makes the same thing even with the new motherboard. I tested the Power supply again and the only thing is that instead of getting 20 volts I'm getting 19.8 volts.

Do you think that should be enough to make the tv fail to turn on or what could it be?
