Fluid retention question

I’ve read that the fluid retention from trt will go away once your body adjusts to it, but I’ve also read it won’t go away and is a sign of too high a dose and/or high e2.
What if, for example, your e2 isn’t high but you have fluid retention in face and extremities. If you’re hydrated sufficiently will your body adapt to it and stop holding the extra fluid or is it something that has to be addressed?
