TOR isa marvelous inovation! HOWEVER, does it really prevent ISP from watching over my sites I visit.
I mean I heard the the Deep Packet Inspection can de-crypt the connecction and so they can know what I surf over the net.
One, more thing is using WHONIX alone is enough. or I need to add a VPN too.

Your ISP can tell if you are using TOR, but they can’t see what you are doing inside the TOR network. I personally use a VPN first for this reason, as I would rather that my ISP not know that I am using TOR, or more specifically have records of when and for how long I have accessed it.
I know there is a shopworn trope that this is somehow more dangerous, but most of those arguments I’ve read against are from tor devs who can’t figure out how to patch ddos vulns in their own network for two years running.
Plus, I know of 0 cases where a personal-use user of DNM’s have been busted by VPN logs. Whereas I know several who have been busted by ISP logs. Doesn’t even have to be TOR- I’ve even seen it with things like the postal inspection office grabbing logs of package tracking from the post office website (thus proving the user knew the package was coming to their house).
Bottom line: use a vpn and move on.

Exactly. It depends on your use-case. Most of the big vpn’s pinkie swear they don’t keep logs but I don’t believe that. But, the ISP is definitely looking to monitor and alter my behavior (data caps, torrent warning, etc) whereas the vpn provider usually gives zero fucks.
There’s no perfect answer other than to not fuck around.
