Petition - please just have the US Navy in port at game start

I know that the game takes place the day after the Hawaiian Missile Crisis resolves, and the fleet being at sea makes sense for that reason. But it is just an unnecessary annoyance for players starting a new US game to have to spend time finding all the fleets and ordering them back to port
