Why don't Free France and Scotland start the game as members of the OFN?

I could see Scotland not being in the OFN because a war with England is fairly unavoidable, but FF isn't fighting in any war (at least not yet). Or did Charles de Gaulle just say "Freindship ended with the US, now the Jungle and German Bombs are my best friend"?
