African Cabal as Speer not doing anything

So I'm doing a Speer run and the RKs won SAW fully with my help in the End. Now Hüttig formed his germanization sandbox and I have the african Cabal options. They have a 100% strength and they also have 100% Fascism but nothing happens. For some reason the Großafrikanischer Reichsstaat hasn't collapsed in like my last 5 runs. Does it have to collapse for the cabal to actually do anything? Or is it just a Tool to gain Liquid reserves via that one descision? Or can you actually regain control of the Reichsstaat with the Cabal?
