Shouldn't there have been places in atleast 1 of the games where there is a place full of bloaters

Idk I just feel like after 25 years atleast several more people would have been infected for more than 10 years. I'd estimate that there are only a few hundred million people left after 20 years and there is just no way all of the original people from outbreak day died
