Some exchange places charge a fee I learned. Ridiculous

Last night inwas driving around san ysidro seeing the 3 dozen $ exchange places wondering how they make $. Then I took 80 American to get pesos as I was standing next to one. After I realized the girl kept the change of us 45 cents, and on the receipt I see hoe 4.50 displayed and it says 6% fee. Unbelievable I can't recall anyone stating that ever .
