How does ETAM work when transferring from Galveston?

I'm trying to understand how ETAM would play a part in my transfer process from Galveston.

I was offered PSA at college station which won't allow me to get into my preferred major of aerospace engineering.

I now plan on enrolling at Galveston and completing my ETAM there before requesting to change my major and transferring to college station in order to pursue my major in aerospace engineering.

Is there something I'm missing or anything I need to know about? Been trying to develop a concise understanding but it's confusing and overwhelming having a 20 tab rabbit hole of vague information.
